Stage 2 Complaints

Under the Children Act 1989, local authorities must follow a statutory procedure when a child, young person, parent or someone who has parental responsibility wishes to complain about the actions, decisions, or apparent failings of a local authority‚Äôs children’s social services.

As a requirement, local authorities must involve an independent investigator and independent person in the investigation at Stage 2 of the procedure. We have a team of experienced investigators who are available to take on the role of both Investigating Officer and Independent Person in Stage 2 complaint investigations.

Where local authorities are able to provide an Investigating Officer from their own internal resources, Independent Persons can be provided separately.

  • Ensure the process of investigation is open, transparent and fair
  • Provide an independent and objective view
  • Are readily available and are able to be flexible in approach
  • Understand the differing requirements of local government
  • Have experience of working with and for local government and in undertaking Stage 2 complaint investigations
  • Are able to attend Stage 3 complaint panels if required
